I've realised this isn't a bug at all: when viewing a webpage in Konqueror, pressing control has the same effect: a tooltip bearing a single letter appears over every hyperlink. Pressing the associated key activates the corresponding link. What a useful feature - once you know how it works! Konqueror helpfully says 'Access Keys activated' in the status bar when you press control. Perhaps some sort of thing would be appropriate in KMail? It's taken me this long to realise how it works - I'm sure there are others in the same situation.
