There's also another one, which was specifically trying to add tag

That's great to hear. We normally hand out accounts when people send 
more patches (which are committed) than is convenient for us to handle. 
Which means, to follow established procedure, please send a few patches 
(for kdepim4) first, we'll very soon hand you out an account, if you 
keep it up for a while. I don't doubt that you could be trusted with an 
account, but let's stick to what has worked well in the past for us, 
procedurally, to avoid "why does he get an account and I never got 
one?" resentments by others. I'm sure you understand.

This one is kmail specific, most general pim stuff happens on 
kde-pim@kde.org, the user list is kdepim-users@kde.org. It's also a 
good idea to keep an eye on commits, there's a mailing list (and I 
believe an RSS feed and an nntp feed) which can be filtered to only 
contain kdepim commits, otherwise it's very high traffic. More info 
should be on developer.kde.org. For general "what's happening in kde 
and where are we going" type discussion there's kde-core-devel@kde.org, 
which is moderated and usually on topic and interesting. Many of the 
pim hackers hang out in #kontact on irc.kde.org (freenode) more or less 
regularly, so that's a good place for low turnaround times with 
questions.
