The "Filter Rules" dialog box has an action "Move into Folder".  When a folder is \
selected there, such as "Local Folders/abuse" and the Apply button is pressed, the \
folder resets back to "Local Folders/drafts".  It's not even a good default location \
but more importantly, the setting should remain intact and persist when the dialog is \
called up next time.
