Of course such tools exist, see textcat for example. I've even written my own \
implementation (capable of guessing encoding as well, but a bit slower than original) \
and a patch for KMail that does change the introductory phase on per language basis. \
The only problem was that the code wasn't clean enough to be included in KMail. If \
there is enough interest I can try to make it into KMail for KDE4.
