kdepim should depend on kdelibs by definition. If you introduce other 
dependencies, they have to be optional.
A dependency to kdesupport is all but usefull if it's not optional. I think, 
most of the kdepim developers don't intend to keep kdesupport to be able to 
work on kdepim.
