We can't just fallback to locale since that is frequently set to foo_utf8 now, 
by default at least on Suse, but probably also on other distributions. 
Falling back to that is exactly what you don't want. Therefor we introduced 
the fallback encoding, which you can freely configure. Once, I might add. You 
can then still override it manually. Note that all of this is only relevant 
for mails which don't specify an encoding themselves, which most proper 
emails do.
