Yes.

I don't think they should ever get reused. AFAIK they are strictly 
increasing.

I guess this could happen if a message doesn't yet have a serial number. 
AFAIK a message is assigned a serial number as soon as the message is 
written to a folder. So in particular messages which have just been 
downloaded from a POP server don't have a serial number yet.

If a message is moved it keeps its serial number.
