This is not something that can be enforced via code (in kdelibs or qt). You 
can't prevent the programmer from putting the scrollbar where he likes. In qt 
you have total freedom about the widget hierarchy.

So this must be decided separately for each application, ponderating the pros 
and cons.

That's true, this should be added to the HIG. Does someone know how to pos a 
wish for the HIG?
