This is correctly configured in the address book. My identity is set to prefer OpenPGP/MIME. With these settings, when I open the Composer the message format is set to the MIME variant. This is, of course, the correct behaviour. But when I want to send a signed mail nothing happens (except that the composer window becomes gray for a few milliseconds and is then redrawn). I suspect that KMail checks the Composer setting against the recipient setting and notices the conflict. But no warning or error message or whatever appears.
