Ah, the famous strange bug that disables compaction.
You can reenable it by exiting kmail, and opening ~/.kde/share/config/kmailrc
to change Compactable=false to Compactable=true for that folder,
then launch kmail again and compact.

I have no idea why the check that disables compaction is hit, unfortunately
(this was before my time in kmail, hopefully others will find out).
