Indeed. Settings->COnfigure Filters in CVS HEAD (dec. 28) starts with key focus on OK (as it should). The following get focus (in order):

ok, apply, cancel
the filter list (so that's why i'm marking the bug resolved)
move down
new, delete, rename
match all, more
clear
the 6 entry fields in the filter criteria groupbox
filter actions / more
clear
advanced options / apply this filter
incoming , sent, manual
if this filter matches
add this filter
filter actions/file into folder combobox
filter actions/folder list
help

So the tab order is a little weird in several places.
