I am not a developer just (so far) unhappy luser trying to make
kmail working for him, but it seems to me in this case the only
one who is in fault of the problem is your network adminitrator
(hopefully, it is not yourself :-). Suggest to him to install
ntpd server asap and synchronize time on clients with the server
- -- there are other programs (rsync comes to mind as the first)
which doesn't work well when the time is not in sync.

It is 2 ¢ from me as well :-).
