I'm sorry, but KMail encodes the filename as it has to be done according 
to the standards (RFC 2045-2049 and 2231 to be precise).

If you want to make sure that attachments can be opened with email 
clients that don't correctly support those standards then you'll have 
to avoid umlauts in filenames. There's nothing we can do because it's 
not KMail that is buggy.
