To reproduce.

Turn off automatic HTML email viewing.
Select an largish (needs scrollbars) HTML email.
Red box is shown in message window with link for displaying in HTML.
Click to display in HTML.
Without clicking, move mouse below message window.
Message scrolls when mouse moves out of message window.

I suspect that the scrollbar is gaining focus after switching to HTML view mode.  \
Then, when the mouse is moved below the message window it moves the scrollbar as \
