AFAIK this has been fixed in HEAD. Development of KDE continues in HEAD 
branch, not 3.1. So one may say that 3.1 is not the newest and greatest KDE 
version. :-))

This bug was fixed only in HEAD and the fix was not backported because it 
required some large changes to KMail (but I am not KMail developer, so don't 
take my word for this).
