They are not initialized because
a) It would require too much resources the check the signature of each 
signed message when it's fetched (signature checking is an expensive 
task).
b) It's impossible to check the signature status of an encrypted message 
if the user doesn't store his passphrase in memory and IMO even if the 
user keeps his passphrase in memory KMail should never decrypt an 
encrypted message without the knowledge of the user. Apart from this 
decrypting a message is even more expensive than checking a signature.
c) It's not possible to initialize the icons with IMAP because only the 
message headers are known.

Anyway, feel free to open a wishlist report for initializing the icons 
whenever possible.
