I'm afraid, I was misunderstood! The report is about the KMail's tendency to clutter the desktop  
with error messages and suggests the centralized facility to rate-limit them. As I reported, it is  
possible to receive 354 error notifications of a POP3-related problem. 
 
It is quite possible, that the bug in the IMAP kioslave is fixed, but the problem is more general, 
and also affects the POP3 accounts. Yours,
