What's your execute line for netscape? There are two %-placeholders. One 
that indicates that the program can't access the network itself, the 
other indicating that the program understands URLs.

Try %u or %U instead of %f.

First, set up file associations to use Netscape for .html type.  Clicking a link \
(URL) in Kmail causes a copy to be made from the URL to a tmp file.  Then Netscape \
