As far as I know the reason for such a changelog file is mainly because this
is required for GPLed code to be able to find out later, who contributed
exactely what in the case someone is interested.

For the above mentioned task the CVS logs are also good enough or even better.
For a more userfriendly changelog try in KMail's help menu the item "KMail
introduction".
