The error message says "may", doesn't it?
And you still get the text the server sends. Nothing changed besides the
wording of the text around the message from the server.

Since the mail client has no change to find out for what reason POP3 login
failed without understanding an English sentence or possibly some other
language the server uses, this can't be done better.

Some servers only say something like "bad login" when the password is 
incorrect so we try to give a hint what could be wrong in this case.
