They themselves, Intevation, we, the BSI,...

Let's say it drastically: If KMail fails this test and doesn't get the 
Sphinx certificate, the other vendors will have food to put pressure on 
the Goverment to no longer "throw tax payer's money out of the window 
for this crappy Free Software shit". They'll say that they knew it 
beforehand. The BSI will loose credibility. Free Software will loose 
credibility. KDE and KMail will loose credibility :-(

I don't think you can overestimate the catastrophy a failure meant.
