No charset= in the Content-Type header means "US-ASCII".

If your peer's mailer is emitting messages without charset parameter, which 
are not US-ASCII, then that mailer is broken and needs fixing.

If I set encoding "auto" KMail isn't show messages without "chsrset=" in header.
If I set encoding "koi8-r" KMail isn't show
messages with (for example) charset="windows-1251".

Please add "default charset" setting for message auto encoding and use "default \
charset" if "charset=" isn't present in message header when encoding "auto" selected.
