Since users *will* probably sign at least some keys without really
checking them, there should be a way to at least have them sign
the keys locally only. A good way to do this might be to bring up
a key ring editing tool like geheimnis and setting the default signing
method to local signing. However, this makes it actually easier to
sign the key without verification.
Another thing, that might be a good idea is to mark signed and locally
signed keys differently in the key selection dialog. Maybe also provide
a different color for messages signed with keys that are signed locally
only.
