A somewhat ugly hack that could help; if you find something that most
of these mails have in common, e.g. the sender's domain is .ru

Define a filter rule (without the double quotes):
	"From" matches-regular-expression "\.ru$"
	and
	Any-header-field does-not-contain "windows-1251"
	then
	Add-header-field "Content-Type" with "text/plain; charset=windows-1251"
