If your server supports the full POP3 standard including the UIDL command, 
KMail should actually not download any mails again, even if the connection 
breaks. If it doesn't support it, it is not POP3 compliant.

What do you get, if you do a
telnet <your-server> 110
user <username>
pass <password>
uidl
quit
