I have finally made a program to do this, but it's a bit different than I 
thought. It uses the fortune program to generate the signatures from a shell 
script, which I run from KMail. I have a program similar to vipw and vigr to 
open the quote file in vi and run strfile on it for fortune. It's available 
at http://www.freshmeat.net/projects/randsig.
