Well, if you could tell me, what time zone +-100 is supposed to be...
Maybe +0100 or -0100 is meant, I don't know, so how should a computer know.

Please report the to the authors of the mail client that sent the mail.

mail-header of such a mail. For me, the Date-field seems to be correct. Can you check \
