Actually the tab key is the standard key to move the focus between 
different input fields (and other GUI elements like checkboxes, 
buttons, etc.). Therefore KMail's behaviour is correct. OTOH 
Konqueror's behaviour is also correct because it mimics the shells 
auto-completion.
I doubt that this 'inconsistency' will ever be removed because it's 
caused by the collision of two widely accepted standard behaviours for 
the tab key.

BTW, Michael's reply is wrong because the behaviour of the tab key is 
not configurable. It's just the auto-completion mode which is 
configurable. But this doesn't help you.
