The problem is that your friend generated his key with PGP (6 ?). This 
version unfortunately doesn't encode non-ASCII characters in UTF-8 
(which is required according to the OpenPGP specs). Therefore GnuPG of 
course can't correctly interpret his user id. It tries to interpret it 
as UTF-8 which obviously can't work. Please tell your friend to add a 
new user id with GnuPG (with correctly encoded ö)! As my name also 
contains an ö I can assure you that encrypting messages to Björn will 
then work without problems.

JFYI, in KDE 3.0 all user id related problems will be solved because 
then we no longer use the user ids.

As we can't do anything to work around this bug in PGP and as this 
problem does no longer occur in my version of KMail (and soon also in 
the cvs version) I close your bug report.

I can encrypt to self, and sign messages. I can receive encrypted messages
and verify the signature of a friend. But I can't send encrypted message to
this friend.

When I click encrypt it doesn't work.
I can sign a message to him.
When I also click on "encrypt" then signing doesn't work anymore.

gpg -e
on the command line works.
I'm afraid that's all I can say except that the user has a ö in his name.

PS I just noticed that "gpg --sign-key" reports his e-mail address minus the
last two characters. (an "e" from .de and the ">" symbol)
