All of this is already known since ages.
The messages are deleted from the server after all messages have been 
retrieved successfully. As this is obviously not the case if KMail has 
to quit because of a full hard disk the next message retrieval will 
again begin with the first message which is on the server.
BTW, KMail has to quit to prevent loss of messages. Therefore it's not 
possible to remember which messages have already been downloaded.

While receiving e-mails, my filesystem went full. I got a message for this and kmail \
