I don't know how other mail clients handle this, but IMO all headers 
should be placed in a special folder. Then the user can decide what 
should happen to the messages belonging to the headers and the next 
time mail is retrieved the whole messages are downloaded or deleted 
from the server.

BTW, the TOP command which is needed for header retrieval is optional, 
i.e. not every POP server supports it. This has to be taken into 
account.
