Well, at least if I manually shrink the config dialog of KMail 1.3.1, then it 
has exactly 481 pixel height according to kruler.
It just blows up because of the signature edit field.
In the development version it's a bit higher.
The width depends on the language setting. In English it is much smaller than 
in German for exmaple.
