That is because the GUI is missing an entry for HTTPS, not because
we cannot handle it :)  In the meantime, you can configure a separate 
proxy setting for HTTPS for now by adding the following line to 
$KDEHOME/share/config/kioslaverc under the [Proxy Settings] group:

httpsProxy=your_proxy_server_info


Note that this will only work correctly with current CVS version!

FYI, the only other issue that needs to be solved is HTTPS over authenticating proxy
servers.  But that is a completely different issue I hope to address before the final 
release for 2.2.
