This feature along has now been implemented for KDE 2.2.

The leading browsers -- IE and Netscape/Mozilla both support this very
convenient feature, which allows to specify the proxy per server and per
URL.

Since JavaScript interpreter is already built into the Konqueror, perhaps
adding the parsing of .pac files would be easy? Yours,
