Well here's what I've found so far on the tag:

  This certainly isn't much and I think I'm going to be digging through 
mozilla to find more.  www.verisign.com (and probably all the other CA's such 
as thawte..) provide working examples of this tag in use.  I don't see us 
supporting the MS way of generating certificates so I think we should 
standardize on supporting only this tag but supporting it well.

   On a related note, I finished X.509 exporting code today so that we can 
write these certs to disk.  The reading code should follow quite easily from 
this when it's needed.
