The user "root" cannot change permissions, if the NFS server has set the option "root_squash" (default) for an exported share. Because it's probably not visible for the NFS client, if the server has set the "root_squash" option (see man 5 exports) I suggest, that Konqueror should show an error, if the permissions cannot be changed.
