Subject:    Bug#24506: konqueror move between filesystems loses mtime

OS/Compiler notes: 

Drag and drop moving of a file within a 
filesystem correctly keeps the mtime of
the moved file.

BUT, drag and drop moving of a file to
a different filesystem replaces the mtime
of the moved file with the current date.

This is contrary to the behaviour of the
gnu-unix "mv" command, and IMHO is incorrect
behaviour.

This is related to bug #20885, but not the
same as it.  Ideally,  drag and drop copy
should retain the mtime of the copied file,
at least as a user-configurable option.  But,
the current behaviour of the drag and drop
move is not even a possible option.  It is
just incorrect.
