I can confirm this bug as well.

We have an internal website that reads the HTTP referer header, and if 
it is not set, the connection is not granted. Whenever konqueror 
encounters an
anchor tag <A> with a target attribute, the HTTP referer is not sent. If 
the target attribute is removed, the HTTP referer is sent.

I have confirmed this using ethereal.

Coincidentally, Mozilla ( 0.8.0 ) has the same problem. NN 4.x works fine.
