This might well be, yet the division of tasks under X is that placement
and focus policy is the job of the windowmanager. You can configure
quite some things in kwin's kcm module, but the "old-fashioned"
placement policy "manual" and the option that newly created windows
don't get the focus automatically are not implemented.

You must voice your wish there...
