That was my first reaction, too. But then I actually tried it and
starting a new netscape closes the one that was open before, if any. You
might say that it's a non-KDE issue, but what'd you say about this:

In KDE, netscape #2 keeps running, #1 is closed.
But in GNOME (using sawfish wm), #2 is closed and #1 opens a new window.
Same (like GNOME) goes for IceWM.

This is with Mandrake 8.0 beta 1 RPMS (linux Kernel 2.4.2-3mdk )
GNOME and IceWM are fresh from a new install, KDE is what I use...

Under KDE 1.1.2, with Kernel 2.2.18, SuSE 6.0, compiled from sources,
netscape #2 will popup a dialog box stating that it detected another
netscape process and that I can continue if I like, but that I'm not
able to add bookmarks, ....blah
