This bug comes only in kde-2.1 (in 2.0.1 cp1251 was ok).
I'm using TrueType-fonts in X 4.0.1 and configure Konqueror to use Times New Roman as \
default font. It works fine with all encodings except cp1251 (russian  windows \
encoding, many *.ru sites uses it, most of others uses koi8-r) In cp1251 encoding \
TT-font Times New Roman changes to ugly raster Times.
