Yes and no.

Yes, it is part of HTML 1.0, for which no spec is available anymore
(both according to SelfHTML). It's a tag like <listing> and <plaintext>.
SelfHTMl says, <xmp> should assume 80 chars/line and <listing> 132 c/l.

No, because it is on the 'kill-list' of W3C anyway (I think that means
it's in the transitional.dtd, but not in strict.dtd). One should really
use <pre> for all of them.
