I have found a work-around to that problem:

1. Login into the usual user.
2. Logout.
3. Login again to the same user.

That is! It must be done for each different user you have.

The problem is solved until the next shutdown/reboot.

Another topic: When you create a new user, the first time you login in kde 
with he/she, there is no problem.

   kfmclient openURL http://www.debian.org text/html

and the system responses:

   connection refused.
