1) Load a page with links on the right side.
   (Ex. http://www.slashdot.org)

2) Resize the window width so the link text is pixel-wise 
adjacent to the right vertical scrollbar.

3) Move your mouse over the link text.  A finger will 
appear.

4) Move your mouse from the link text to the scrollbar.  
Make sure not to leave the text in the move.  

5) When over the scrollbar the standard mouse pointer does 
not appear.  The FINGER pointer remains active.

This is incorrect behavior.
