The 128 characters is filesystem specific though isn't it? If you are
creating a file on a FAT partition you will have an 8+3 character
limit, and in the future (or even now - I don't know) there may be
filesystems that allow longer names, although I don't see the point.
It seems to me that the only consistent thing to do is to attempt to
create the file and then report failure back as happens at the moment.
