If there is a tag in www.foo.com/index.html saying
<META HTTP-EQUIV="refresh" content="1; URL=/xy.html">,
it is not resolved correctly (i think, in complete ignorance of the
http definition). 
While it should point to http://www.foo.com/xy.html, konqueror looks
for file://xy.html.
I don't know whether this is standard behaviour or not, but it makes
browsing some sites impossible (unless you know how to enter the
correct URL by hand :).
