Cookies are part of HTTP, they're not directly related to HTML.
For example people like doubleclick use cookies associated with images.
This also applies to HTML mail: It sometimes references a remote advert
by having an <IMG SRC="some-banner-ad.gif"> which could in theory have
a cookie.
I would say they should be handled by kiohttp, though I would like some
fairly powerful tools to manage them to be available to users.
