Is there a problem with the "kde-devel" list now? (something 
must go on, I get no new mails from that list and the listserver 
has not been updated for a long time)

I sent a message to kde-devel@kde.org and got this reply:

Subcription/unsubscription/info requests should always be sent to the -request
address of a mailinglist.
If a mailinglist for example is called "kde@fiwi02.wiwi.uni-tuebingen.de", 
then the -request address can be inferred from this to be: 
"kde-request@fiwi02.wiwi.uni-tuebingen.de".
