The following error is very common. It happens to anybody that tries to
compile kdebase-1.1[pre] with kdelibs-1.0

Please check that you installed kdelibs-1.1 first.

As I see you're trying to make rpms, don't forget to make kdelibs-1.1
first, and to _install_ it after you built it.
Otherwise it will use the currently installed - probably 1.0 - libs.
