You could make a shell which translates URLs into files, just as bash
converts
'*' into a list of files. When executing the program you would need to
supply
the right temp file to the executable you start... no problem so far.
The problem starts when you consider what the application could do with
this
file:
* Read from the file (no prob here)
* Modify the file 
* Delete the file
* Change the access rights of the file

So after the program returns you need to update the original URL
according to the operations done on the temp file. At that time there is
no way to inform the
application about a possible failure of such operation.

I think we should stay far far away from things like this. If you want
something
like this, make the OS support it. Otherwise don't.
